The State Programme of the Government of the Republic of Azerbaijan on the “Socio-Economic Development of the Regions of the Republic of Azerbaijan for 2014-2018" which was ratified in July 2014, contains the long term objectives such as protection and promotion of macroeconomic stability, the diversification of economy, developing of non-oil sector, maintaining the current rate of investment, solution of all major infrastructure and social issues, the improvement of energy, environment, transport, health and ICT sectors.
Pursuant to the goals of the State Programme on the “Socio-Economic Development of the Regions of the Republic of Azerbaijan for 2014-2018”, as well as in accordance with the results of the meeting held in January 2002 on economic cooperation between Japan and Azerbaijan, the Government of Japan since then and currently has been continuing to support the Government of Azerbaijan in the field of the development of economic infrastructure in order to contribute to the promotion of the development of non-oil sector to achieve the diversification of the economy in the country through implementing the various projects to maintain the balanced regional and sustainable social and economic progress.
Taking into account the above-mentioned, Japan’s development cooperation policy towards Azerbaijan can be prioritized as: to support the achievement of sustainable economic development and redress disparities, improvement of economic infrastructure through promoting non-oil sector and improvement of social services which is essential as a basis for the livelihood of the people.
Japan is implementing a wide variety of programs on the basis of “Country Assistance Policy for the Republic of Azerbaijan”(settled in 2014), and “Japan’s ODA: Rolling Plan for the Republic of Azerbaijan” which is updated annually.
The total amount of Japan’s Official Development Assistance provided to the Republic of Azerbaijan is over 1.1 billion USD.
The Government of Japan offers a financial assistance scheme called “the Grant Assistance for Grassroots Projects (GGP)” for development projects designed to meet the diverse basic human needs of the people in Azerbaijan. Since 2000 the scheme has been supporting 199 projects applied by municipalities, medical institutions, and NGOs, aiming to improve the living standards of Azerbaijani people. The projects have been implemented in the field of poverty reduction, social protection, infrastructure, public health and income generation. The total amount of funds provided has reached 16,951,735USD.
